I have an "Emerald Blue" moss phlox (subulata). There is some green on top, but dried / dead below.

It is normal for this time of year? I always thought that this facility would remain green. I have to pull out all the things that dead? If so, there could plant to be much left! :-(

There was some powdery substance leaves before the dead leaves or dried? Phlox is known for powdery mildew. The secret is to thin the stems a bit 'so that there is air circulation in the center of the plant. Even the water is never phlox so that the water remains on the leaf. (Stick the hose to the ground from the plant, not the water on the plant.) If it is powdery mildew, your plant should come back end of next year. Takes me only a minor eye sore for the rest of the summer. I hope this helps and good luck.
